Canoe tragedy dad blasts system

FEATHERSTONE broadcaster Ian Clayton criticised the "stupidly unregulated" canoe hire industry after his daughter died when her vessel overturned.
Mr Clayton, 48, of Ackton Lane, made the comments after a coroner ruled a verdict of misadventure after a three-day inquest into the death of his daughter Billie Holiday, nine.
Billie was on the River Wye in Powys with her twin brother Edward and father when their canoes overturned after they took a wrong turning on April 12 2006.


Mr Clayton managed to save his son Edward but Billie was not found until it was too late.
He said: "My beautiful daughter fell through a hole in health and safety law and drowned.
"Our Billie will never know that the canoe hire industry is a shambolic mess of a business. She will never know that it is a stupidly unregulated thing."


The inquest heard that the firm that hired the canoes to the family was unlicensed because companies only need a licence if they organise led or guided tours.
Powys coroner Peter Maddox called for a full review of how canoe hire in Britian was regulated.


He questioned whether the present system was "too relaxed and potentially confusing" and said he intented writing to the Adventure Activities Licensing Service and the Health and Safety Executive, to which it is answerable.
