Doctor struck off for ‘dishonesty’

A DOCTOR at the former Pontefract General Infirmary – who tried to take payment for working at two hospitals at the same time – has been struck off the medical register.

A General Medical Council (GMC) panel heard Dr Mohamed El Fatih Obiad El Muiad worked shifts at more than one hospital, potentially putting patients at risk.

He worked simultaneous shifts as a locum consultant or registrar at two hospitals on ten dates between August 2008 and June 2009 without the permission of the trusts hiring him. During that time he worked at hospitals in Pontefract, Dewsbury, Blackburn and Salford.

The GMC fitness to practice panel heard Dr El Muiad’s registration had been suspended for six months in 2005 for professional misconduct.

Panel chairman Richard Davies said the doctor’s conduct had been dishonest and a second suspension was not enough.

He said: “His actions potentially put patients at risk of harm.

“His behaviour demonstrates a reckless disregard for the basic values on which good practice is founded.”

He added: “Doctors occupy a position of privilege and trust in society and are expected to uphold proper standards of conduct. The public are entitled to place complete reliance upon doctors.

“The relationship between the profession and the public is based on the expectation that medical practitioners will act at all times with absolute integrity.

“In this case, Dr El Muiad’s inappropriate and dishonest conduct, even though it did not result in direct harm to patients, was very serious because it undermines the trust that the public is entitled to place in the medical profession.”

Dr El Muiad, who was not at the hearing, has the right to appeal his removal from the register.
