Highways England said they are unable to safely open the hard shoulder to traffic on the M62 causing delays.
Traffic is backed up to Lofthouse Interchange with the M1.
Traffic is building westbound between junction 30 at Rothwell and junction 27 at Gildersome on the M621.
Traffic officers and recovery vehicles will be in the area throughout rush hour and engineers are working to rectify the problem as soon as possible.
